In April of 2003, Turning the TIDE was awarded $25,000 from the Team Pennsylvania Workforce Investment Board’s Faith-Based and Community Grant Initiative to support the startup operations of Project ECHO (Empowering Communities to Help Others) as a CareerLink Access Point. This project was a partnership between Turning the TIDE, the Philadelphia Workforce Investment Board and the Mayor’s Office of Faith Based Initiatives. Project ECHO creates a network of faith-based and community-based organizations helping individuals successfully navigate the regional job market, specifically targeting the connection of ex-offenders to workforce services.
